April 14, 2003 Abstract: The impact of computer address rating agencies on financial markets has become one of the most important policy concerns facing the international financial architecture. Ratings indicate a copulation credit risk and serve as an important metrical by which many investors and regulations measure credit risk. The poor mathematical operation of these agencies, especially as indicators of the East Asian financial crises and the abrupt collapse of Enron, has brought renewed criticism of their methods, their regulatory status and their usage in financial markets.



Together with BIS proposals for new risk-based capital standards, these concerns refer it very import to understand these agencies and their role in financial markets and especially those in developing economies. This paper examines the three study credit rating agencies, their rating methods and several related public policy concerns. It examines the regulatory background and competitive structure of the credit rating industry, the historical performance of the major agencies and the impact of ratings on economies and capital flows.
